As from June 2017, you are able to use your mobile plan while roaming in the EU just like you would if you were in Malta, at no extra cost.
The Roam Like At Home upgrades will be automatically added and enabled by default to any one of our roaming enabled tariffs.
How does this change affect me?
When you travel abroad and use your mobile phone to call, text or browse the internet, you are roaming. Simply put, the concept of Roam Like at Home means that if you are travelling abroad in any of the EU countries, you will be able to use your phone as though you are still in Malta. However, there are some specifics to keep in mind which shall be explained further.
When it comes to bundles, the volume of SMS, any-net minutes and internet you have available towards any local network before leaving Malta will also be available when you land in an EU country.
It is important to note that “on-net” (i.e. Vodafone to Vodafone only) calls/SMS bundles, discounts and free options are not applicable in Europe as these were specifically developed to be used locally on Vodafone Malta’s own infrastructure.
The European Commission’s ‘fair use policy’ makes reference to very specific cases such as bundles which boast a high internet allocation. In these cases, the internet allowance to be used in the EU will be capped and additional usage will be charged the same rates as in Malta. If you exceed your local tariff allocations of calls, SMS and mobile internet when roaming in EU countries, you will be charged as though you are still in Malta. This means that the out of bundle rates you have locally, will be applied in EU countries.
In the event that you have no bundle allocation and top-up as you go, you will be charged the same rates as in Malta.

Do I have to worry on which operator the person I am calling is on, or whether it is a fixed or mobile?
No, there is no difference if you are calling a different operator or if they are a fixed or mobile line.
Can I buy a SIM card in different Member States?
Yes, you can. However, it is important to note that the general rule is that if you spend more time in Malta and use your mobile more in Malta than in the EU, you cannot benefit from the Roaming ’17 changes. This is in line with the Fair Use Policy
Conditions for fair use
The Fair Use Policy (FUP) Vodafone is based on guidelines from the European Commission to prevent unreasonable use abroad. "Roam-like-at-Home 'is not intended to unreasonably (permanent) use abroad. This is why the European Commission precautions established for mobile operators to prevent unreasonable use. The Fair Use Policy (conditions for fair use) is part of our Terms of Service.
What is unreasonable use?
If there is unreasonable consumption and if you spend more than four months in the EU outside of Malta, Vodafone sends you a message requesting to change your (roaming) behaviour or provide further information.
If your behaviour has not changed after 14 days you will be charged a surcharge for abusive and anomalous usage while roaming.
